When a bank, a passport office or a pension administrator needs to confirm a certificate, they write in — and the reply depends on someone finding the right volume on the right shelf.

Who authorises, and how
Issuance is authorised by a named officer with a personal signing PIN, not by whoever has the stamp. Repeated failed attempts lock that officer’s signing capability, and the append-only audit log records every issuance against the officer who authorised it.
Correction, revocation, re-issuance
Corrections to a name or a date are the common case, and they are handled as amendments rather than reprints: the corrected certificate supersedes the original, and the superseded code names its replacement so an outdated copy in circulation cannot quietly pass as current.
Verification, from their side
Banks, passport offices and pension administrators verify from the code rather than writing to the registry. High-volume verifiers can be registered for API access and charged for it.
Scale and structure
State and local government offices run as branches under one registry, each with its own numbering sequence, reporting into one set of figures.
